At a meeting with the heads of municipalities, the governor of the Chelyabinsk region, Alexei Teksler, was informed that as part of the national project, by 2024, 10,000 South Urals residents would be relocated to new housing in the Chelyabinsk region.
In 2019, the planned indicators of the resettlement of citizens from the emergency housing stock were exceeded, the volume of the resettled emergency fund is 10.9 thousand square meters. m. 720 people moved into new comfortable housing.
“The topic is extremely important, by 2024 we will resettle all the houses that were declared damaged until January 1, 2017, there are relevant plans, funds have been allocated, we plan to resettle more than 10 thousand people, respectively, over 190 thousand square meters of housing falls under resettlement. In addition to these plans and tasks, in order to solve problematic situations in the municipalities that I personally get to know when traveling around the territory, next year 1 billion rubles were allocated from the regional budget, ”emphasized Alexey Teksler.
In 2019, the amount of funding for program activities amounted to 1.4 billion rubles, funds were allocated to municipalities for the resettlement of the emergency fund in the amount of 37 thousand square meters. In 2019, the planned resettlement indicators in the Chelyabinsk region were exceeded, the volume of the resettled emergency fund is 10.9 thousand square meters. m, resettled 720 people. In addition, in the process of relocation more than 12 thousand square meters. meters of emergency housing in Korkino, Chelyabinsk, Magnitogorsk, Troitsk, Nyazepetrovsky and Katav-Ivanovo districts. In 2020, funds were allocated in the amount of 1.6 billion rubles for the resettlement of the emergency fund in the amount of 44.9 thousand square meters. m
Alexei Leonidovich added that the funds allocated under the emergency fund relocation programs go to the construction of new houses and help support the construction industry in the region.
The governor focused the attention of municipal leaders on changing the regulatory framework regarding the recognition of emergency housing. The corresponding decree of the government of the Russian Federation entered into force on December 10 of this year. Now the apartment building is considered to be in emergency condition and is subject to demolition or reconstruction if an emergency technical condition of load-bearing building structures is discovered. Also, emergency housing is recognized if there are banks that can cause loss of stability of the house.
The head of the region indicated that, according to previously existing standards, the house was often recognized as damaged due to the fact that it was simply not monitored by the management company or the residents themselves. As a result, communications are in unsatisfactory condition, while the supporting structures are completely intact. “This“ bench ”is already closing from the point of view of federal legislation. It is better to initially organize normal management, so that then the whole house is not resettled. The easiest way is to recognize the house as emergency and demand money for resettlement. We need to take care of this house if the supporting structures are not damaged, and avoid problems, ”commented Alexei Teksler.
