Improving the electoral process

On September 8, 2019, a single voting day was held in most cities of the Russian Federation. On this day, citizens elected the heads of subjects, deputies of regional and local legislative authorities, residents of the Chelyabinsk region on this day elected a governor.

The Chairperson of the CEC of Russia, E. A. Panfilova, notes that this year the Unified Voting Day was held with minimal violations, when compared with previous campaigns. Of the 50 thousand polling stations opened on Voting Day, the results of 15 polling stations were invalid. It is worth noting that the Chelyabinsk region is not in this list.

Each election campaign identifies problematic issues in the organization of the electoral process and forms the necessary package of amendments to the legislation. Based on the results of the elections, the CEC is preparing proposals on relevant topics, for example, adjusting the provisions on the municipal filter, simplifying the procedure for collecting and verifying voters' signatures.

This year, the CEC of the Russian Federation conducted an experiment on voting in the by-elections of deputies of the State Duma and heads of subjects outside the borders of their region. To this end, on September 8, 30 “digital” polling stations were deployed in Moscow. Any citizen registered in the Chelyabinsk region who applied through the State Services portal could vote on them. This opportunity was taken by 138 people.

Much attention is paid to the work of the commissions for informing voters. At the last election, the precinct election commissions started distributing invitations a month before the start of voting. This has helped many voters submit timely applications for inclusion in the voter lists using the "mobile voter" system and vote at their actual location.

Interaction with the Pension Fund and social assistance bodies made it possible for voters to vote at home. Out of the premises in Magnitogorsk, 9494 voters voted, which is 7% of all voters who participated in the vote. In percentage terms, this figure is higher than in the election of the President of the Russian Federation, at that time 5.6% of voters voted at home.

The organization of elections in the Chelyabinsk region earned high praise from the Central Election Commission.
