New rules for placing products on store shelves
On July 1, 2019, new requirements for the calculation of dairy products came into force. This is reported by the territorial department of the Office of Rospotrebnadzor in the Chelyabinsk Region in the city of Magnitogorsk, Agapovsky, Kizilsky, Nagaybaksky, Verkhneuralsky, Kartalinsky, Bredinsky and Varna districts.
Under the new rules, the names of milk-containing products should indicate that they contain milk fat substitutes. So, the consumer will be able to easily determine what is in front of him - a traditional dairy product or similar to it, a product with vegetable fats.
The Decree of the Government of the Russian Federation dated January 28, 2019 No. 50 amended the Rules for the sale of certain types of goods. The document was supplemented with a new paragraph 331, which informs that in the sales area or in another place of sale the display of dairy, dairy compound and milk-containing products should be carried out in a way that allows to visually separate these products from other food products. The specified goods must be accompanied by the informational label “Products without milk fat substitute”.
Separate placement of dairy products, depending on its types and composition, should help consumers in choosing products.Products that meet the definitions of “dairy product”, “dairy compound product”, “milk-containing product” contained in the technical regulations of the Customs Union “On the safety of milk and dairy products” (ТР ТС 033/2013) will be grouped separately from the goods that refer to "milk-containing product with milk fat substitute".
The new inscription “Products without milk fat substitute” should comply with the general rules for providing the seller with obligatory information on goods provided for by Article 10 of the Law of the Russian Federation of 02.02.1992 No. 2300-1 “On Consumer Protection”, i.e. be visual and accessible to consumers, to ensure the correct choice of goods.
