Affixing the stamp "Apostille"
The procedure for affixing the stamp "Apostille" to documents on state registration of acts of civil status
General information
In accordance with international law, documents drawn up in the territory of one state are accepted for consideration in the territory of another state only if they are legalized in the manner established by international agreements.
Documents are legalized by affixing the stamp “Apostille” (hereinafter “Apostille”).
"Apostille" is affixed to official documents based on:
- The Convention repealing the requirement of legalization of foreign official documents (The Hague, 1961);
- bilateral agreements abrogating the requirement of consular legalization of documents,
including if documents must be submitted to the territory of a state that is not a party to the above international legal acts, the requirement of legalization applies to them.
The jurisdiction of the civil registry offices of the executive authorities of the constituent entities of the Russian Federation includes the legalization of official documents on registration of acts of civil status.
Documents are legalized on the basis of citizens' appeals.
For affixing an apostille, a state fee is levied. The size and procedure for paying the state fee are established by Chapter 253 of the Tax Code of the Russian Federation.
In accordance with subparagraph 48 of paragraph 1 of Article 333.33 of the Tax Code of the Russian Federation, state duty in the amount of 2500 rubles for each document is paid for affixing the apostille.
Based on subparagraph 5 of paragraph 1 of Article 333.18 of the Tax Code of the Russian Federation, when applying for an apostille, the payer (organization or individual applying for an apostille - article 333.17 of the Tax Code of the Russian Federation) pays the state fee before apostille.
According to subparagraph 10 of paragraph 1 of Article 333.35 of the Tax Code of the Russian Federation, state authorities and local self-government bodies are exempted from paying the state duty.
According to subparagraph 12 of paragraph 3 of Article 333.35 of the Tax Code of the Russian Federation, state duty is not paid for affixing apostille to documents of civil registration and certificates issued at the request of diplomatic missions and consular posts of the Russian Federation issued by archival authorities upon requests from individuals living outside the Russian Federation Federation.
If the applicant is exempted from the payment of the state duty, in the column of the register of registration of the apostille, in which the information on the payment of the state duty is entered,
The documented basis for the exemption of the applicant from payment of the state duty shall be indicated.
The procedure for affixing the stamp "Apostille"
The State Committee for Civil Registry Office of the Chelyabinsk Region accepts citizens on the issues of affixing the Apostille stamp:
- Monday - Wednesday: from 09.00 to 12.00 hours and from 14.00 to 17.00 hours.
- Friday: from 09.00 to 12.00 hours. and from 14.00 to 16.00 hours.
Apostille is affixed on the day the applicant appeals to the State Committee at the address: Chelyabinsk, ul. Soviet, 65.
If necessary, request additional information, the deadline is increased to 3 days.
The stamp “Apostille” is affixed only to documents issued by the registry offices of the Chelyabinsk region.
